What changed in the current framework
The Ministry of Public Health’s 2025 controlled-herb notification, effective 26 June 2025, replaced the 2022 notice and put cannabis flower under stricter control. It requires licences for research, export, sale and commercial processing; limits supply to patients with prescriptions from authorised practitioners; and prohibits sales through electronic networks or vending machines, on-premises smoking and advertising. A July 2026 Thai government reminder confirmed that these controls remain in force.

Prescription and patient information
What PT.33 records
The official English PT.33 form identifies the licensed prescriber and patient, including passport or ID details, the diagnosed condition, daily amount, number of days and total quantity. The form states that one issuance must not exceed 30 days.
Why a product menu is not a prescription
A menu can help compare formats or current availability, but it cannot replace an individual assessment. A qualified practitioner decides whether cannabis is appropriate and records the authorised use. Keep the prescription and supporting documents available as instructed.
Practical rules visitors often miss
Public use
Do not smoke in streets, beaches, hotel common areas or any place where smoke or odour affects other people. Hotel rules may be stricter than the general law, so ask the property before use. Never drive a car or scooter while impaired.
Airports and borders
Do not take cannabis, flower, edibles or extracts across an international border. Rules at the destination do not cancel Thai export controls or airline and transit-country rules. For domestic travel, confirm current carrier and authority requirements before packing anything.
Online sales and advertising
Sales of cannabis flower through websites, apps or other electronic or computer networks are prohibited under the current official framework, as is advertising. Online information is not proof that a transaction or delivery is lawful. Confirm the medical assessment, prescription and licensed provider directly before obtaining cannabis.
A safer checklist before obtaining cannabis
- Check the current DTAM notice rather than relying on an old social post.
- Confirm the provider and professional are appropriately licensed.
- Complete the medical assessment and obtain the correct prescription where required.
- Read the product label and prescribed quantity.
- Keep cannabis away from children and do not use it in public.
- Never drive impaired or cross an international border with cannabis.
